    Subnational leaders and diplomacy

    Subnational diplomacy has become an increasingly important part of foreign policy and international relations. This observation concerns a state of affairs that is not necessarily obvious or given. First, by definition, subnational governments usually conduct subnational activities and address problems that affect their constituencies. Second, in many countries subnational governments undertake such an agenda without an actual legal framework authorizing such initiatives. However, with an intensified global interdependency, policy areas such as environmental protection, human rights, immigration, and trade, just to name a few, require action both at the international and territorialized levels, as many of them transcend political administrative boundaries.As a result, in the early 21st century it is possible to determine various forms of international relations conducted by subnational leaders. This activity involves direct interactions undertaken by subnational leaders and bureaucrats with other actors across borders (private, non-governmental, and governmental—national or subnational), participation in transnational networks, and/or participation in international policymaking. Because subnational governments are closer to the people and can test experimental or groundbreaking policies with less risk, oftentimes they can become pioneers of measures that can be rolled out or replicated elsewhere in the international domain. Such policy leadership is just one element of subnational engagement in the diplomatic arena whereby subnational governments move across jurisdictional levels, breaking the fixed scales in which they would traditionally operate.In the past years, scholars investigating the external relations undertaken by subnational governments have dedicated great effort to understanding the motivations for regions to go into the international arena. What these studies lack, however, is an understanding of what the implications are of subnational governments’ engagement in international relations

    Evidence-based policy as iterative learning:the case of EU biofuels targets

    In recent years, certain attempts to promote sustainable transport have fallen victim to the impact of ‘unintended consequences’ on decision-making and policy outcomes. The pressure that European Union biofuel targets place on global food production and the role they play in facilitating deforestation are well-known examples. This paper highlights how policy-makers’ failure to consider evidence relating to the potential impacts of biofuel mandates in the early 2000s led to a host of complex problems developing over subsequent years. Drawing on the concept of problem ‘framing’, the article then examines the extent of policy learning that has taken place since the Biofuels Directive was implemented in 2003. While acknowledging that not all eventualities can be prepared for, the article highlights the importance of enhanced communication and collaboration across different levels and departments of government in policy-making processes as a means of promoting learning, especially when dealing with complex cross-cutting and international social, environmental and economic problems

    Peptide immunotherapy for childhood allergy - addressing translational challenges

    Allergic sensitisation usually begins early in life. The number of allergens a patient is sensitised to can increase over time and the development of additional allergic conditions is increasingly recognised. Targeting allergic disease in childhood is thus likely to be the most efficacious means of reducing the overall burden of allergic disease. Specific immunotherapy involves administering protein allergen to tolerise allergen reactive CD4+ T cells, thought key in driving allergic responses. Yet specific immunotherapy risks allergic reactions including anaphylaxis as a consequence of preformed allergen-specific IgE antibodies binding to the protein, subsequent cross-linking and mast cell degranulation. CD4+ T cells direct their responses to short "immunodominant" peptides within the allergen. Such peptides can be given therapeutically to induce T cell tolerance without facilitating IgE cross-linking. Peptide immunotherapy (PIT) offers attractive treatment potential for allergic disease. However, PIT has not yet been shown to be effective in children. This review discusses the immunological mechanisms implicated in PIT and briefly covers outcomes from adult PIT trials. This provides a context for discussion of the challenges for the application of PIT, both generally and more specifically in relation to children

    The importance of institutions and policy settings for car sharing – Evidence from the UK, Israel, Sweden and Finland

    The rapid growth of cities requires effective management of transport demand and restructuring of transport systems to address the needs of growing urban populations in an environmentally, socially and economically sustainable way. In recent years, car sharing has emerged as an alternative to owning cars in cities, which has potential to bring environmental gains and address social considerations. There is a sizeable academic inquiry about the social and environmental benefits of car sharing and the barriers to its introduction and provision in different empirical contexts. However, most research on the determinants of its uptake and the ease of provision remains limited to investigating consumer demand and how to realise the benefits of car sharing. Drawing on cases from the UK, Israel, Sweden and Finland, this paper focuses on the institutional and policy settings to understand the systemic barriers for car sharing services in diverse urban contexts to expand knowledge on the challenges to and the challenges that emerge from car sharing schemes

    'Transformations towards sustainability':Emerging approaches, critical reflections, and a research agenda

    Over the last two decades researchers have come to understand much about the global challenges confronting human society (e.g. climate change; biodiversity loss; water, energy and food insecurity; poverty and widening social inequality). However, the extent to which research and policy efforts are succeeding in steering human societies towards more sustainable and just futures is unclear. Attention is increasingly turning towards better understanding how to navigate processes of social and institutional transformation to bring about more desirable trajectories of change in various sectors of human society. A major knowledge gap concerns understanding how transformations towards sustainability are conceptualised, understood and analysed. Limited existing scholarship on this topic is fragmented, sometimes overly deterministic, and weak in its capacity to critically analyse transformation processes which are inherently political and contested. This paper aims to advance understanding of transformations towards sustainability, recognising it as both a normative and an analytical concept. We firstly review existing concepts of transformation in global environmental change literature, and the role of governance in relation to it. We then propose a framework for understanding and critically analysing transformations towards sustainability based on the existing ‘Earth System Governance’ framework (Biermann et al., 2009). We then outline a research agenda, and argue that transdisciplinary research approaches and a key role for early career researchers are vital for pursuing this agenda. Finally, we argue that critical reflexivity among global environmental change scholars, both individually and collectively, will be important for developing innovative research on transformations towards sustainability to meaningfully contribute to policy and action over time

    Exploring the governance and politics of transformations towards sustainability

    AbstractThe notion of ‘transformations towards sustainability’ takes an increasingly central position in global sustainability research and policy discourse in recent years. Governance and politics are central to understanding and analysing transformations towards sustainability. However, despite receiving growing attention in recent years, the governance and politics aspects of transformations remain arguably under-developed in the global sustainability literature. A variety of conceptual approaches have been developed to understand and analyse societal transition or transformation processes, including: socio-technical transitions, social-ecological systems, sustainability pathways, and transformative adaptation. This paper critically surveys these four approaches, and reflects on them through the lens of the Earth System Governance framework (Biermann et al., 2009). This contributes to appreciating existing insights on transformations, and to identifying key research challenges and opportunities. Overall, the paper brings together diverse perspectives, that have so far remained largely fragmented, in order to strengthen the foundation for future research on transformations towards sustainability

    Subnational climate entrepreneurship: innovative climate action in California and São Paulo

    The distinct role of subnational governments such as states and provinces in addressing climate change has been increasingly acknowledged. But while most studies investigate the causes and consequences of particular governments’ actions and networking activities, this article argues that subnational governments can develop climate action as a collective entrepreneurial activity. Addressing many elements explored in this special issue, it focuses on the second question and identifies climate entrepreneurship in two subnational governments—the states of California (USA) and São Paulo (Brazil). Examining internal action, as well as interaction with local authorities, national governments and the international regime, entrepreneurial activities are identified in the invention, diffusion and evaluation of subnational climate policy in each case. The article draws from the recent scholarship on policy innovation, entrepreneurship and climate governance. It contributes to the literature by exploring entrepreneurial subnational government activity in addressing climate change and expanding the understanding of the effects of policy innovation at the subnational level

    Cerebral microbleeds and intracranial haemorrhage risk in patients anticoagulated for atrial fibrillation after acute ischaemic stroke or transient ischaemic attack (CROMIS-2):a multicentre observational cohort study

    Background: Cerebral microbleeds are a potential neuroimaging biomarker of cerebral small vessel diseases that are prone to intracranial bleeding. We aimed to determine whether presence of cerebral microbleeds can identify patients at high risk of symptomatic intracranial haemorrhage when anticoagulated for atrial fibrillation after recent ischaemic stroke or transient ischaemic attack. Methods: Our observational, multicentre, prospective inception cohort study recruited adults aged 18 years or older from 79 hospitals in the UK and one in the Netherlands with atrial fibrillation and recent acute ischaemic stroke or transient ischaemic attack, treated with a vitamin K antagonist or direct oral anticoagulant, and followed up for 24 months using general practitioner and patient postal questionnaires, telephone interviews, hospital visits, and National Health Service digital data on hospital admissions or death. We excluded patients if they could not undergo MRI, had a definite contraindication to anticoagulation, or had previously received therapeutic anticoagulation. The primary outcome was symptomatic intracranial haemorrhage occurring at any time before the final follow-up at 24 months. The log-rank test was used to compare rates of intracranial haemorrhage between those with and without cerebral microbleeds. We developed two prediction models using Cox regression: first, including all predictors associated with intracranial haemorrhage at the 20% level in univariable analysis; and second, including cerebral microbleed presence and HAS-BLED score. We then compared these with the HAS-BLED score alone. This study is registered with ClinicalTrials.gov, number NCT02513316. Findings: Between Aug 4, 2011, and July 31, 2015, we recruited 1490 participants of whom follow-up data were available for 1447 (97%), over a mean period of 850 days (SD 373; 3366 patient-years). The symptomatic intracranial haemorrhage rate in patients with cerebral microbleeds was 9·8 per 1000 patient-years (95% CI 4·0–20·3) compared with 2·6 per 1000 patient-years (95% CI 1·1–5·4) in those without cerebral microbleeds (adjusted hazard ratio 3·67, 95% CI 1·27–10·60). Compared with the HAS-BLED score alone (C-index 0·41, 95% CI 0·29–0·53), models including cerebral microbleeds and HAS-BLED (0·66, 0·53–0·80) and cerebral microbleeds, diabetes, anticoagulant type, and HAS-BLED (0·74, 0·60–0·88) predicted symptomatic intracranial haemorrhage significantly better (difference in C-index 0·25, 95% CI 0·07–0·43, p=0·0065; and 0·33, 0·14–0·51, p=0·00059, respectively). Interpretation: In patients with atrial fibrillation anticoagulated after recent ischaemic stroke or transient ischaemic attack, cerebral microbleed presence is independently associated with symptomatic intracranial haemorrhage risk and could be used to inform anticoagulation decisions. Large-scale collaborative observational cohort analyses are needed to refine and validate intracranial haemorrhage risk scores incorporating cerebral microbleeds to identify patients at risk of net harm from oral anticoagulation.     The Eleventh and Twelfth Data Releases of the Sloan Digital Sky Survey: Final Data from SDSS-III

    The third generation of the Sloan Digital Sky Survey (SDSS-III) took data from 2008 to 2014 using the original SDSS wide-field imager, the original and an upgraded multi-object fiber-fed optical spectrograph, a new near-infrared high-resolution spectrograph, and a novel optical interferometer. All of the data from SDSS-III are now made public. In particular, this paper describes Data Release 11 (DR11) including all data acquired through 2013 July, and Data Release 12 (DR12) adding data acquired through 2014 July (including all data included in previous data releases), marking the end of SDSS-III observing. Relative to our previous public release (DR10), DR12 adds one million new spectra of galaxies and quasars from the Baryon Oscillation Spectroscopic Survey (BOSS) over an additional 3000 deg2 of sky, more than triples the number of H-band spectra of stars as part of the Apache Point Observatory (APO) Galactic Evolution Experiment (APOGEE), and includes repeated accurate radial velocity measurements of 5500 stars from the Multi-object APO Radial Velocity Exoplanet Large-area Survey (MARVELS). The APOGEE outputs now include the measured abundances of 15 different elements for each star. In total, SDSS-III added 5200 deg2 of ugriz imaging; 155,520 spectra of 138,099 stars as part of the Sloan Exploration of Galactic Understanding and Evolution 2 (SEGUE-2) survey; 2,497,484 BOSS spectra of 1,372,737 galaxies, 294,512 quasars, and 247,216 stars over 9376 deg2; 618,080 APOGEE spectra of 156,593 stars; and 197,040 MARVELS spectra of 5513 stars. Since its first light in 1998, SDSS has imaged over 1/3 of the Celestial sphere in five bands and obtained over five million astronomical spectra. \ua9 2015. The American Astronomical Society
